Internationale Freiwilligendienste (IFD): Kooperation mit dem Estnischen Roten Kreuz initiiert *(english version below!)

Das DRK strebt möglichst vielfältige aktive internationale Kooperationen im Bereich der Freiwilligendienste an. Bei einem Austausch mit dem Generalsekretär des Estnischen Roten Kreuzes konnte nun der Grundstein für eine weitere Partnerschaft im Baltikum gelegt werden.

Um die europäische Vernetzung zu stärken, initiierte die Koordinierungsstelle Internationale Freiwilligendienste (KoS IFD) einen Austausch mit dem Estnischen Roten Kreuz (ERK). Neben Arvi Perv – seit 2020 Generalsekretär des ERK – nahm auch Erik Velleram, Projektleiter beim ERK Pärnu – an der digitalen Veranstaltung teil.

ERK: Internationale Aktivitäten kein Neuland

Das Estnische Rote Kreuz blickt auf eine lange Partnerschaft mit dem DRK Landesverband Schleswig-Holstein zurück und war bereits an einer Reihe internationaler Aktivitäten beteiligt. So wurden beispielsweise seit 2015 mehrere Jugend-Workcamps veranstaltet, die sich relevanten Themen wie Inklusion, Antirassismus und Klimawandel gewidmet haben. Neben dem DRK waren in diese Projekte unter anderem die nationalen Rotkreuz-Gesellschaften aus Finnland, Griechenland, Rumänien und Lettland involviert.

Unter Rückgriff auf die bestehenden Netzwerke und Kooperationen sollen diese positiven Erfahrungen nun in Form von Internationalen Freiwilligendiensten institutionalisiert werden.

Weitere Professionalisierung der Freiwilligendienste angestrebt

Im Rahmen einer künftigen Kooperation sollen junge Freiwillige aus Deutschland in Estland, bzw. junge Freiwillige aus Estland in Deutschland ihren Horizont erweitern und einen Beitrag zur europäischen Vernetzung der nationalen Rotkreuz-Gesellschaften leisten.

Die Freiwilligen müssen dabei nicht nur durch die jeweiligen Träger inhaltlich gut auf die anspruchsvolle und herausfordernde Zeit im Ausland vorbereitet werden. Im Sinne eines begleiteten Lern- und Bildungsjahres bedarf es insbesondere kompetenter Ansprechpersonen und angemessener Aufgaben vor Ort. Diese Strukturen zu entwickeln, ist nun Aufgabe der beteiligten RK-Partner.

Nächste Schritte bereits konkretisiert

Die aktuellen Einschränkungen durch die Covid-19-Pandemie schränken den Handlungsspielraum zwar deutlich ein, allerdings wird bereits aktiv an der neuen Kooperation gearbeitet. Durch die Erarbeitung eines Memorandum of Understanding werden die gemeinsamen Werte und inhaltlichen Grundlagen der IFD verbindlich und prominent festgehalten.

Durch Arvi Perv wurde zudem die Einladung zu einem Strategietreffen beim ERK in Estland im Spätsommer 2021 ausgesprochen, an der eine Delegation des DRK teilnehmen soll.

Der Themenbereich Freiwilligendienste im DRK-Generalsekretariat bedankt sich beim Estnischen Roten Kreuz für den konstruktiven Austausch.

International Voluntary Services (IFD): Cooperation with the Estonian Red Cross initiated

The GRC strives for as many active international cooperations as possible in the field of voluntary services. During an exchange with the Secretary-General of the Estonian Red Cross, the foundation stone was laid for closer partnership in the Baltic States.

To further strengthen European networking with regards to voluntary services within the Red Cross movement, the Coordination Office for International Volunteer Services (KoS IFD) initiated an exchange with the Estonian Red Cross (ERC). In addition to Arvi Perv – Secretary-General of the ERC since 2020 - Erik Velleram, Project Manager at the ERC Pärnu - participated in a digital event.

ERC: Experienced in international activities

The ERC looks back on a long partnership with the GRC Landesverband Schleswig-Holstein. As such, the organisation has been involved in a number of international activities in the past: since 2015 for example, youth work camps dedicated to relevant topics such as inclusion, anti-racism, and climate change have been organised. Among the GRC, many other national Red Cross societies from Finland, Greece, Romania, and Latvia, to name just a few were involved in these projects.

Drawing on existing networks and established cooperations, these positive experiences are now to be institutionalised in the form of international voluntary services.

Further professionalisation of volunteer services envisaged

Within the framework of future cooperation, young volunteers from Germany in Estonia, and vice versa young volunteers from Estonia in Germany, are to broaden their horizons and contribute to the European networking of the national Red Cross societies.

To be able to overcome possibly demanding and challenging situations during their time abroad, young volunteers must not only be well prepared by their respective organisations but also, be accompanied by competent contact persons and appropriate tasks. It is now the task of the participating RC partners to develop these structures.

Next steps already concretised

Even though current Covid-restrictions extensively limit the room for maneuver, active work is already being undertaken with regards to the newly initiated cooperation. By drawing up a Memorandum of Understanding, the common values and content-related principles of the IFD are bindingly and prominently recorded.

Arvi Perv also extended an invitation to a strategy meeting at the ERC in Estonia in late summer 2021, in which a delegation of the GRC plans to participate.
